This? Loli? Hell no. The first girl is a rather flat chested, but that does not equal loli. The second one is rather quiet and meek, but that also does not equal loli. I agree with the "petite" assessment. True loli is rather blatantly obvious, with the girls looking like elementary students, and the guys commenting on how young the girls really are. Or so I've heard.
This distance SO far from an authentic loli theme. As Zathael pointed, in lolicon its own features reveals quite fast its loli nature.
mmmmm the first girl look and act more like a loli, the second is just meek and petite indeed, in mangas like this, labeling" loli " or "normal" is in the eyes of the watcher (in my hummble opinion).
