I hope you love happy lovey dovey sex between consentant adults.
Because if you love NTR, rape, tentacles, lolicon, shotacon, futanari, incest, anything kinky, it’s a royal assfuck with gravel coming at high speed.

Not only hentai. Do you love violent mangas (Bleach, Naruto, Gunnm, Toriko, HxH…), or mangas with a very dark a bit sick theme (Death Note…), or ecchi mangas (To Love Ru Darkness, Mahou Sensei Negima) ? Fuck them, they might “interfere with the healthy development of youth” (the text dixit), let’s stack them too in the 18+ corner where nobody will see them and buy them, let’s throw them out of weekly magazines.

Japan, as a prosperous nation, can afford to kill its manga and anime market.

They're banning, like, everything that perverts could read in mangas and see in animes?

And to clear things up, not just "ecchi" anime. That's why shounen manga who would still want to be able to be bought by their target market in the first place, should have to remove violence, as well as deaths, regardless of their deaths being just some shadowy thing in a frame, or their violence simply be a black frame after a punch "hits". Mere suggestions of such can still get one manga banned and thus have to be labelled 18+.

So there you have it, Naruto can punch some "evil guys", but only 18+ people can see that. If the majority of Naruto fans read the same page, it would have to be blank, or there would be no "evil guys" at all.

No. This would be more like Fascism / Totalitarianism than Communism, unless you like much of the western world, have conflated Communism with totalitarian dictatorships… as is often done thanks to Mao, Kim, and Stalin.

Thanks for pointing that out Top, although I would include Communism with Fascism and Nazism as totalitarian systems. Even Marxist historians such as Hobsbaum have labelled Communism as a ssort of totalitarian democracy (!)
The true slander is against Socialism, which is not by its nature totalitarian, but which in its various forms seeks great equality in the distribution of wealth created by ALL the participants in that creation, not just the few who control the means of state force.

I hate it when governments nail their citizens like this. I don't know the overall situation in Japan, but here in the Netherlands we have a few politicians who think they need to decide for us what is morally right and what is morally wrong. Bah! Imposing your _own_ ethics on millions of people… how arrogant can one be?

Assuming this doesn't get repealed (or attacked by ninja's), all this means is that the doujinshi market will relocate to either the InterWebz or offshore (say, for example, South Korea……) and prices go up, I think. The 'vanilla' anime/manga market is screwed hard, and given how much money that market puts into the Japanese economy, don't be surprised to see this thing backfire and eat its creators (politically speaking).

While I loathe lolicon, rape, et al, (love tentacles, tho. We need more happy funsex tentacles, Oliver…:)), this is bad for the entire industry, not just the freaky smut-mongers.

I was wondering when would someone mention this. As usual, sankakucomplex blows stuff out of proportions – it is the definitive "Yellow press" when it comes to Japanese news. While it is true that this law may introduce some changes in the way anime is distributed, it in no way spells the end for shows like Naruto like someone commented. It may however bring problems for more obscure authors and publishers alike.

Though, even then, we have to consider what is happening in America and the UK. Compare the levels of censor and you will see that Japan is still by far the more lax state.

When will Japan realize that banning this stuff is seriously going to hurt themselves more than letting sleeping dogs lie?
At any rate, it looks like it'll be harder to find the older stuff that'll be going off the general market; and we can kiss goodbye to anything decent being published in the future.
Unless this law gets overturned or burned like the stupidity it is, there isn't much of a decent future outside of having it all labeled 18+.
Not that it would matter in that case to anyone that should be able to view this site legally, but it will in all likelihood increase the stigma against anime and manga as perverted things; even when it isn't.

Considering the wording of the law you can pretty much sweep anything into it. And I'm not talking hentai, guro, loli and other stuff. All yaoi, including non-sex ones with be eradicated, all ecchi, harem and just simply hilarious stuff like Kiokashi ni Nai. Just because it MORALLY DEGRADING CRAP AND YOU HAVE TO OBEY THE LAW OF GOOOD!!! Considering the recent laundering scandal with the Bank of Vatican this moral crusade seems feeble and ridiculous. But it doesn't make it any less real.

This will fail horribly. Even if they do implement this law it will be overturned once they see revenues dry up as the manga and anime industries start drying up cuz everything will be so heavily censored. Prolly also see a huge boom in internet hosted manga and anime.

I think this is a good thing.

True, the bill is poorly worded and far too ambiguous, and that's surely gonna cause problems…

But on the other hand, maybe now anime will have to stop being derivative, male-indulgent crap for 19 out of 20 shows. Gosh, more anime might actually have to be THOUGHTFUL now, instead of just relying almost exclusively on low-brow fanservice to pull in audiences.

Anyway, some of you pathetic individuals don't want to admit this, but this sort of sweeping, generalizing legislation has only been made possible by just how horribly debased large swathes of the industry have become.

I mean c'mon, rape has basically become an official genre of hentai. RAPE.

Delude yourselves all you want, but anyone remotely objective about this can see that's a plain as day red flag. This shit needs cleaning up, and if you're sticking up for it, you sorely need to do some serious self-examination.

Actually, if I understand the law correctly, rape is still ok to have in hentai, just not ok for general distributed shows. This means that if you have, say, a detective story that deals with the theme of rape it may now have to be classified as a 18+ material. Or, probably, Shounen Ai might also fall under this category (because gays are evil for the children).

This law really doesn't target hentai and does not introduce any new restrictions on its distribution.

I love ice cream with NTR, rape, adultery, borderline lolicon, shotacon, and ecchi toppings. For me desserts with extreme tastes are more palatable than bland appetizers with vanillay-type, no-complications, plain I-can-plug-every-fucking-cut -but-you-can't-touch-my-gir's-pussy savor.

Albeit I derive immense pleasure from dark themes, I would never plunge nor drown myself into it. I love entertainment materials with sex and violence, only because I can distinctly draw the line between fantasy and reality. But what the greenhorns?

I won't go into debate, but in my mind, the said law is well-founded, with very good intentions that I completely support the move, even if it means foregoing my favorite menu.

As a father, allowing my youngsters to sift through the smoke alone and decide for themselves what is wrong or wrong is tantamount to abandoning my obligations. I can't control all aspects that contribute to their development, but I can somehow limit their access to deleterious materials.

A drop of moral fiber is heavier than an ounce of jism.

….With laws like these, you aren't the one the protecting your children, the government is. Rather than have the distribution of such content restricted by law, if you're really concerned about your children, you'd keep the material out their hands yourself rather than rely on the government to do it for you. Last time I checked, it isn't the government's job to decide what is moral and what is not. That's up to the individual to decide, and if the individual can't do that for themselves, they shouldn't forfeit it to the government along with everyone else's right to decide either.

This law could have very major ramifications and will probably over turned when the major the major ramifications are felt.
The Anime & Manga industry is a huge money maker and a law like this will only hinder the overall earnings of the country.
This law will greatly endanger the business dealing with forieng investers. While I am not sure of a lot of distributing companys with a major group like Disney trying to import more anime titles with the sucuss of the Naruto line, they wont be happy or interested continuing to import products that are now labeled +18.
With the growing Anime fascination in the US companies that find them self limited to distribute in thier own country

Well, ATM that law will only be applied in the Tokyo area, and they are doing this in order to measure the posible fallout. Chances are that, after seeing the posible consequences and after running some numbers (the important part), they'll just overturn it.

What really gets my goat about this law is that the provision banning actual child pornography, the kind that requires the exploitation of an actual child to make, was removed from the law.

Having said that, the ban does not put the filthy porn we all love in danger, since it is already for adults only. What it does endanger are culturally relevant classics like Ghost in the Shell and Evangelion. Sure, most people would say these works have cultural significance, but with an ambiguous law like this one it just takes one censor to take them off the shelves.

My main concern is that the ban will deter artists from creating anything edgy, and therefor inhibit the creation of new classic anime and manga. I know that cute big eyed characters are popular with kids around the world these days, but these law makers need to remember that anime and manga originally took off in the west because they were allowed to deal with topics western comic book companies wouldn't touch.

What the bill comes down to, is that it eliminates the middle of the anime/manga industry. What's left will be the Micky Mouse stuff and the hardcore porn, and the world already has one Micky Mouse.

This is about the biggest pile of excrements Japan has dumped to date (concerning media).
Sure, they'll most likely lower the amount of Otaku in Japan (and most likely in the world to, if the law is made country-wide), however, like stated many times above, it'll without a doubt create a steep decline in purchases of certain series and the viewers will most likely drop signifficantly due to the series either being too childish or not worth watching at all.

The main problem is also that it'll, also as stated above, literally FORCE several Mangaka (manga artists) to "go with the flow" and create "safe" and "legit" series that few to none would ever read. Only a few daring ones would like to go all out and create something that might be mindblowing, ut wont do any impact because no one gets to read it.

My greatest fear is that absolutely awesome and great works like Death Note, which centers a lot around death (like many other series too actually), Bleach and Black Lagoon, which, especially the latter, usually shows a lot of graphic violence, Kodomo no Jikan, which is not lolicon, but can be interpretted that way by those who havent read it but actually is a very beautiful love story, might be banned or heavily censored due to the companies and the government finding them too offensive.

Slice-of-Life anime and manga are also in danger due to them sometimes containing sexual themes, though in my opinion, such series, at least the more serious ones, are more like series that shows how it is to actually live.

Another thing is that this is, in my opinion, just something Japan came up with to save face due to the western world seeing most of these series as immoral and downgrading, yet it's just a matter of Free Speech seeing as it's nothing more than ink on paper. Sure, we can say the same about porn, but in another light, real porn is a photograph, something that actually happened while manga and comics are imagined stuff.
If they wanna ban this, they might as well ban Hollywood for making action movies.

To put a final touch to this comment, I'll agree with Spica above me here by saying that manga and anime was made what it is today because the western world was too affraid of their children being scarred for life from seeing a panty-shot.
And, also yet again stated above, after seeing how this affect the general economy of most animation studios in Tokyo, they'll most likely lift the ban.

A funny thought though; if we here in the western world are complaining this much, how many in Japan do ya think is gonna vote this stupid suggestion down? XD

Couple of thoughts:

– Those who believe the July enforcement date means "We have time!" are wrong: given production lag times, this ban will start affecting editorial decisions virtually immediately;

– Tokyo is a huge part of the market. Any policies that apply to Tokyo will apply by default to the whole country;

– Let's not kid ourselves: we have no political power as a community, neither in Japan nor worldwide;

– This law is meant to appease middle-aged, middle-class voters who feel the world is going to Hell on rollerskates and need something, *anything*, to blame. The politicians don't have the balls to tackle the economy, so they pander;

– Banning loli but not child pornography is batshit insane. My only thought is that they felt it was a separate issue to be dealt with at another time;

– Can someone who actually understands the industry tell me what exactly is covered by the law? I was startled to read above that the actual hardcore, occasionally disturbing (to me) stuff is unaffected because sales are already restricted. Is that true?

Masahiko Ibaraki, the editor-in-chief of Shueisha's third editorial department, added to the new manga creators, "Don't let the chilling effect [of increased regulation] stop you from doing material you want to do. Jump will feature anything [we feel] that is exciting [to read].“

The publishers are not supporting this whatsoever. If the artists heed them this will backfire completely for the gov. And the publishers will make sure to mention it to every one of their readers; it would be the most public of disgraces too – the publishers are well connected to internetional media.

too be honest I didn't really understood everything english isn't my mother tongue,
but it can't be really a "complete" ban of everything that isn't completely normal and nice and happy or just a blank page

the manga and anime industrie makes too much money to be screwed over like that, it's the same with cigerattes and alcohol as long as the industries make enough money they will never get completely banned, and I will give this law 3 to 5 months, top

While, I have nothing against a loli manga ban (sorry loli fans, you guys are freaks), as well as stricter child porn laws, an entire hentai ban is not the way to go. But when you look at it, who do you think is to blame for originally influencing Japan when it comes to censorship? That's right, good old Uncle Sam! After WWII America forced it's puritan belief system on "dirty" things like sex. Which is why they mosaic out the man's junk and the woman's vagina in JAV. Which sucks because I've seen some really good JAV that would be totally awesome if it wasn't for the stupid mosaics. IIRC there was a time when they even put mosaics on breasts.

So thanks again USA for forcing your screwed up puritan beliefs on people when it comes to sex. Well, I guess tentacle hentai fans should be thankful though since tentacle rape was originally an attempt to circumvent Japanese censor ship laws:D.

Also, the whole "worthless otaku" stereotype in Japan is nothing new. It's been around forever and people like Tsutomu Miyazaki, aka the Otaku Murderer, don't do much for the otaku culture in Japan. In a sense though, some of the stereotypes are pretty spot on. Me being a big anime/manga fan I was quick to find the anime/manga scene when I was living in Japan. People use to call me a otaku back home but after meeting several 30+ year old virgins who can't even talk to a woman, still live at home, don't have a career, and are totally obsessed with everything anime/manga/hentai/loli………I determined that I was not an otaku. Neither were most people in the States who try to wear the otaku label as if it's something to be proud of.

Once again, lawmakers try to regulate things they know little about. I've been an avid fan of japanese animation, both hentai and non-hentai for a good number of years. While I enjoy the shounen and shojo categories of anime and manga, what really made me a fan was the likes of seinen and josei. The artwork and mature themes works like Now and Then, Here and There, Barefoot Gen, and Monster have always grabbed my attention. On the other hand, the antics of fan service manga like History's Strongest Disciple Kenichi, To Love-ru, and Negima have always been good for a laugh. More to say later.

. Since I doubt that a majority of you didn't read this statement in its entiriety, let the records state that I am firmly against this bill due to the fact of the ambigious wording of the bill. Additionally, I pray that the Japanese government decides to finally mature beyond the whole "me see boobies and violence. Me must stop them naow!" mindset and realize that since the advent of the internet (aka Pornnet, Intarwebz , Gorenet) anime and manga have become a worldwide phenomenon and that in passing such a major regulation will not only piss off people in their country, but the anime/manga fandom worldwide. If you have that many people pissed at you, you might be doing something wrong. Just sayin.

Well this bites the big one. I hope the online sites I go to will still have things, or that their laws won’t transfer over to America, because I enjoy manga in general. Doesn’t Japan have, like, the lowest rape rates though? I don’t see how banning the animes/mangas that contain that stuff will help, since that’s what every other country does and they end up with worse situations. Worst case scenario is all anime and manga end up gone and there go stations like cartoon network’s adult swim, and any chance of reviving toonami is out the window.

I don't know about the lowest rape rates, but they do have the most ass backwards rape laws. Basically try to blame the women. Most of the time she ends up shunned by her family as well, which is a fucked up thing to do to a victim. Rape kits? Collecting DNA after the rape? Investigating the guilty parties? LOL not in Japan! I feel sorry for any woman who gets raped in Japan because they'll have to go though hell for the rest of their life. Top all this off with having one of the most incompetent police forces in the modern world, you better hope you never get raped in Japan.

Ok this might be long but I am going to put this up because I remember reading another post for some guy in the Netherlands…so this site does get around. If you want to read it then go for it.
This flaw is being made for the stupidest reasons…I can give 5 now and give you an explanation.

1. Some people make the stupidest choices and don’t want to take the responsibility for their actions.
It like here in America, when that one person killed someone because they seen it in that one game called ‘Manhunt’. Instead of take the lumps like a man, he decided he was going to blame the game for his action and that nearly put the gaming world on shit street! Now there are tons of other things I could state, but I fear that there may be a character limit so yeah…

2. Parents want other people to care for their kids.
When a child does something wrong the parents are now prone to think that the child learned it from a tv, computer, or game. They are quick to boycott the material rather than teaching their child to not do the thing or not to pay attention to the thing that was said or seen.

3. People don’t want to believe that some people are stupid!
The mind is a complex thing we all know this, but come on its not that complex to the point that when we see or hear something all common sense it thrown out the window. When people do something bad the people are now quick to call something a sickness now rather than calling it what it is…stupidity!
4. In Japan, most of their leaders are old guys stuck in their old views.
They will see something that young people like that they don’t understand and instead of trying to understand or trying to compromise the just ban things and call it a day. Sadly, it seems like they are out of touch with their citizens.

5. Lolicon is at the base of this!
Lolicon is what started this! Everyone was so afraid that if you liked lolicon then, you were a pedophile. The thing is if you look up Lolita you will get a bunch of girl clothles with frills, I could tell a story behind the origin of lolicon and why it should not be seen are pedo material, but that is another story.

Here is the question…Why ass rape you best income next to electronics!? I don’t see how this is going to work because it also affects anime, games and manga (not just its hentai counterparts). I like lolicon…but I will gladly bite the bullet if I had to give it up, because lolicon has been seen as pedo material…but to lose futanari as well…It like NTR and Rape…I may not like it but there are people who do like it. So if someone can…if anyone can…please let this law have the smallest range of affect as possible, because it is the person who has to draw the line between fantasy and reality not anyone else. If it was so bad to have to do this, then why not just destroy all forms of media outlet. I am not trying to protect lolicon or any other themes; I am just saying that this law is not a good one. Oh, and one more thing prepare for another internet sweep…all anime, games, and manga (Hentai or not) that isn’t suppose to be on the internet will probably be taken off (Again…like 2 times earlier this year…and 3 times last year…and the 2 times the year before that).
