Quick summary of Denpa Onna to Seishun Otoko ("Electric Wave Woman and Youthful Man"): "Electric Wave" is a term used in Japan to describe people who have odd and/or crazy beliefs. The closest thing in English would be to describe someone as a "tin foil hat" person. In this case, the girl disappeared at one point for quite a while, and when she came back, she claimed she was an alien sent to observe humanity. After an incident where she tried to make the bike she was riding fly using her alien powers (which resulted in her breaking one of her legs), she spends most of her time wrapped inside that futon. So basically, she is cute and adorable in a BATSHIT INSANE way.
