In color : I don’t do it, that’s beyond my league.

In black and white, this is a various mix of clever zone selection with possibly selection soft editing, then either copy-paste or selection transformations (like rotation, levels correction, or other various transformations.)

Keep in mind that decensoring is NOT re-creating the lost information : missing pixels are missing pixels. You can’t bring back the dead, you can’t resurrect lost data.
In my eyes, an uncensoring is a convincing lie looking realistic to the eye.
