I had problems reaching the site earlier, as well. One theory for you…
Most hosting providers have multiple trunk-lines coming into the facility for redundancy purposes. Oftentimes these trunk lines are spread across multiple internet service providers for additional redundancy. It's possible that the electrical problems weren't facility-wide, and only affected one ISP's equipment, and since each ISP has its own routing tables (with separate IPs), you could indeed have a situation where only some visitors could access your site and not others.
If you're concerned about it, Oliver, you might try calling your host and see if they're able to mirror the routing information across across the various trunk-lines/ISPs (often accomplished with a secondary (or fall-back) DNS.) That way, if one of the trunks goes down, access to your site doesn't drop with it. Of course, all of this assumes they're using multiple ISPs. Start by asking them why some visitors were able to access your site and not others, and proceed from there.

Sadly, even if my hosting costs me an arm and a leg (free translation of a proverb of my country, I take it you'll still understand the idea even if it probably won't exist in English), I won't be given such priviledge even if I were willing to ask ^^;;
Basically, I'll stick to the "shit happens" routine and hope this won't happen again before april 2011
