Unfortunately, here in the USA, he would be charged with a sex crime, be transferred to adult court, be sent to prison, and have to register for the rest of his life as a sex offender. Because here in the USA, SEX IS BAD.

Yeah, but there is a difference between a high school kid peeping on a classmate and a 40 year old guy dragging an elementary school girl into an alley and raping her. Saying that all "sex crimes" are the same just doesn't work.
I'm not the only one that thinks the USA is too strict about sex? Huzzah!
Although Clarkx has a point. Sex crimes are bad, but then again most countries don't classify you the same as a rapist for what amounts to voyeurism.
