In the US saying nigger is a huge offense. Enough to get you fired from your work, and attacked on the streets. It is probably the biggest vulgar word that isn't a curse. It falls under the moniker of "we can say it, but you can't" for black people. Take the most offensive racial slur in French, and that is what it is equivalent to in the US
In the UK and the Commonwealths it is offensive, but not taken as serious as in the States. It is still somewhat offensive in these nations though.

Calling someone a "Cunt" is the only thing I think I've ever seen a quicker reaction out of. Saw in happen in the workplace a few years ago and It took 3 people to pull a woman off of another woman.
