FYI, censorship used to be even worse in the early 2000s, for technical reasons.
Then around IIRC 2005 the "digital" (thinner) mosaic was introduced, and older titles re-released with the new "giri giri" mosaic standards. Mosaics became progressively thinner and more transparent until you could nearly see the real thing (and IMO this was quite ideal since mosaics were not in-your-face, yet directors could not focus too much on the genitals as done in western porn: censorship forces them to find imaginative angles which show e.g. face and pussy at once).
Everything came down in flames in 2007 when the jp police raided the offices of the NEVA (a video rating association that put the "non-obscene" stamp on the DVDs) and associated AV studios. IIRC Erika Sato (which was quite a big deal by then) was affected and one of her DVDs on sale was recalled and forbidden…
