Okay, this one is a moral conundrum, as Oliver indicates.

Immediately makes her move on Boy, confessing so that she and Boy become couple, stealing a march, and Boy, from Girl A.
This is an absolute shitty bitch betrayal move by Girl B.
But maybe because Girl B cut in before she was ready to, she’s not prepared to go the next step, even kissing.

Now, when it comes to unrequited feelings in NTR situations, I usually look on it as there being no NTR; if you never had someone in the first place, how can it be stolen from you? Here, however, Girl A had her chance stolen, as well as the trust she placed in Girl B.
So, we end with the stealer being stolen from, and most of us like a story when a thief is stolen from. It also helps that Girl A is by far the cuter and sexier of the two girls, not a coincidence.

The FU moment comes literally weeks after Rio betrayed Yoshino; Rio didn’t even ‘fess up right away. So, yeah, fair game.
Depends on how far you may go to call it fair game.
Two betrayals were made, indeed, but one of them is (regrettably) very common in love triangles at that age, while the other goes beyond the usual standard.
